The Honest Permit Picture in LA County
Building a new home in Los Angeles County in 2026 is doable. It is not fast. Anyone telling you 6 weeks is selling you something. Here are the real numbers, by jurisdiction, that we see week in and week out.
The Phases
Phase 1: Pre-application research (2–4 weeks) Zoning analysis, easement check, soils report, topographical survey if needed.
Phase 2: Schematic + Design Development (6–10 weeks) Architectural design, structural concept, MEP concept, energy modeling.
Phase 3: Construction Documents (8–12 weeks) Full permit drawings, structural calculations, Title 24, fire sprinkler plans, civil/grading if needed.
Phase 4: Plan Check (4–12 weeks depending on jurisdiction — see below)
Phase 5: Permit Issuance (1–2 weeks after final approval)
Plan Check Timelines by Jurisdiction (2026)
City of Los Angeles: 14–22 weeks for new SFD; longer in hillside zones, coastal zones, or specific plan areas.
Unincorporated LA County (LACBC): 12–20 weeks; longer in fire-hazard areas requiring extra review.
Long Beach: 10–14 weeks.
Pasadena: 12–18 weeks; design review board adds 4–8 weeks if applicable.
Santa Monica: 16–24 weeks; design review board mandatory for most projects.
Beverly Hills: 16–24+ weeks; very thorough review.
Glendale: 10–14 weeks.
Burbank: 10–14 weeks.
Total Pre-Construction Time
For a new home in LA City:
- 4 weeks pre-application
- 10 weeks design development
- 12 weeks construction documents
- 18 weeks plan check (with one round of corrections)
- 1 week issuance
Total: ~45 weeks — about 10 months from "go" to permits in hand.
Ways to Compress the Schedule
- Pick a pre-cleared lot. Subdivisions with pre-approved infrastructure shave months.
- Use a design that's been built before. Some plans have been pre-vetted with the city.
- Stay within zoning envelope. Variances add 4–12 months and aren't guaranteed.
- Hire experienced consultants. A first-time architect's first set of plans typically gets a fatter set of corrections than a veteran's.
- Pre-submit informally. Some jurisdictions allow informal pre-meetings with plan check that catch issues early.
What Slows You Down
- Hillside review (slope, retaining walls, geology)
- Coastal zone (CDP)
- Historic preservation overlay zones
- Specific plan areas (Hollywood, Venice, etc.)
- Adjacent neighbor objections triggering hearings
- Mello-Roos and assessment district complications
Construction Phase
Once permits are in hand:
- Typical custom new home (2,500–3,500 sq ft): 11–16 months of construction
- Larger / more complex (4,000+ sq ft, hillside, custom finishes): 14–22 months
Total Project Time
Realistic end-to-end for a custom new home in LA County: 22–36 months from initial concept to keys.
If your timeline is shorter than that, your options are:
- Spec home in a finished community
- Major renovation/addition vs. new construction
- ADU as a faster smaller-footprint solution
Budgeting for the Wait
Carrying costs (loan interest, insurance, property tax, soft costs) on a custom new build typically run $4K–$10K/month. Build that into your project budget.
