The big news: most California ADUs need no parking
California state law waives ADU parking requirements when any of the following apply:
- ADU is within ½ mile of public transit
- ADU is in a historic district
- ADU is part of an existing structure conversion
- ADU is in a permit-parking area that does not allow ADU street parking
- On-street parking permits are required for the neighborhood
- ADU is within 1 block of a car-share vehicle pickup
The half-mile transit rule alone covers most of LA County, most of Orange County, and large portions of the Inland Empire.
What "public transit" means
Bus stop with regular daytime service, rail station, or major transit corridor. Even modest local bus routes typically qualify.
When parking is required
If none of the exemptions apply, the state requires only 1 parking space per ADU bedroom, with maximum 1 space per unit.
Tandem parking is fine
State law explicitly allows tandem parking (one car behind another) to satisfy ADU parking requirements. Driveway counts.
Replacement parking is NOT required
When you convert a garage to an ADU, state law forbids cities from requiring replacement parking for the lost garage. This is one of the strongest ADU-friendly provisions.
Practical examples
- Pasadena: Most properties within ½ mile of Gold Line — no parking
- Anaheim: Most properties within ½ mile of ART or major bus lines — no parking
- Irvine: Some suburban pockets may require 1 space — check property location
- Riverside: Many suburban areas require 1 tandem space — check transit map
