The Big Decision: Convert or Build New?

This is the most common question we hear from Southern California homeowners. Both options are excellent — but the right one depends on your property, budget, and goals. Let's break down every factor.

Cost Structure Comparison

The cost difference between garage conversion and new construction comes down to one key factor: how much existing structure you're reusing.

Garage Conversion — Why It Costs Less

You're paying for:

  • MEP systems (plumbing, electrical, HVAC) from scratch
  • Interior finishes (drywall, flooring, cabinets, tile)
  • Structural modifications (garage door infill, foundation upgrades if needed)
  • Permits and design fees

You're NOT paying for:

  • Foundation from scratch
  • Framing from scratch
  • Roofing from scratch
  • Site excavation

New Construction — Why It Costs More

You're paying for everything:

  • Foundation (slab, stem-wall, or pier depending on lot)
  • Full framing and roofing
  • Complete MEP systems
  • Interior finishes
  • Site preparation and grading
  • Solar PV (required for new California construction)
  • Utility connections (often longer runs to the new structure)

Key insight: Per square foot, garage conversions are significantly more economical because the structural costs are mostly eliminated. But the total dollar investment in new construction can still be worthwhile — you get more square footage, better rental income, and higher property value.

Timeline Comparison

Garage Conversion: 4–6 Months Total

| Phase | Duration |

|---|---|

| Design and permits | 4–8 weeks |

| Construction | 8–12 weeks |

| Final inspections | 1–2 weeks |

New Construction ADU: 8–14 Months Total

| Phase | Duration |

|---|---|

| Design and engineering | 6–10 weeks |

| Permits | 6–12 weeks |

| Site work and foundation | 3–4 weeks |

| Framing through finish | 12–20 weeks |

| Final inspections | 2–3 weeks |

The timeline advantage of garage conversion is real and significant — you can be generating rental income roughly 4–8 months sooner.

Rental Income Comparison

Garage conversions generate strong rental income for their size — typically 85–90% of what a comparable new-construction unit commands, at significantly lower upfront cost.

Why garage conversions can win on ROI speed despite lower rent:

Even though a new construction ADU may command higher monthly rent (because it's larger), the garage conversion's lower total cost often means the return on investment timeline is shorter. The rental income per dollar invested is often higher for a well-executed garage conversion.

Why new construction wins on absolute income:

A 900–1,200 sq ft two-bedroom new construction ADU simply generates more rent per month than a 500 sq ft studio garage conversion. Over a 10–15 year hold period, that gap compounds.

The right comparison depends on your investment horizon, available capital, and whether you need your garage.

When to Choose Garage Conversion

  • You want to start generating income fast — 4–6 months vs 8–14 months matters to your cash flow
  • Your capital is limited and you want the highest return on the dollars invested
  • You have an existing two-car garage that's not being fully used
  • You don't need the garage for parking or storage
  • You're new to ADU ownership and want a lower-complexity first project
  • ROI speed is your primary goal

When to Choose New Construction

  • You want a larger unit (750–1,200 sq ft) to maximize monthly rent
  • You want to maximize total property value increase
  • You need to keep your garage for vehicles or storage
  • You have a large backyard with room for a well-designed structure
  • You're building for family members and want a genuinely comfortable, full-size home
  • You're planning to potentially sell the ADU separately under AB 1033
  • You want full design flexibility — custom floor plan, high ceilings, matching architecture

The Best of Both Worlds

Some homeowners do both — convert the garage now for immediate income, then build a new construction ADU later when capital is available. California law allows an ADU plus a Junior ADU (JADU) on single-family lots, and some jurisdictions allow additional flexibility.

A garage conversion provides income during the planning and permitting phase of the new construction ADU, effectively funding part of the larger project.

Our Recommendation

For most homeowners seeking their first ADU, we recommend starting with a garage conversion if you have a suitable garage. The faster timeline, lower cost, and strong return on invested capital make it the smarter first move for most situations.

If you're making a long-term play and want maximum rental income, appreciate full design flexibility, or need to keep your garage, new construction is the better path — it just takes longer and costs more upfront.
